Periodic cache update from the client: which blob hashes it has (found) and which it lacks (missing).

Structure

Since 1.21.100 (protocol 1001) both lists are plain length-prefixed arrays; before, the counts came first as varuint32.
The server answers ClientCacheMissResponse with the missing blobs.
